Figure out a way to get data on the number or percentage of speakers of a given language in the Russian Federation at some geographic level smaller than federal subject. This data can come from the 2010 census.

Make a page on the Apertium wiki detailing where the data lives, what license it's available under (to the extent that it may be possible to know that), etc.
